## What was flooding Bloomingdale and LeDroit Park basements in the first place?

The Northeast Boundary Tunnel was built to relieve the overloaded combined sewer that drove the worst repeat basement flooding in Bloomingdale and LeDroit Park, and for that one failure it changed the odds on the low blocks. It did not change anything on the private side of the property line, which is where most of the water we are called to now comes from. Those are two different problems that produce the same wet floor.

The ground is the first half of the story. These blocks sit in a shallow valley, the line of a buried stream that once drained this part of the city. Every roof and paved yard uphill sends its share toward the same low corner. When enough arrives at once, the street ponds, and the lowest openings in the lowest buildings become the overflow.

The engineering idea is plain even though the construction was not. A deep tunnel gives the combined system somewhere to put a surge. ## What changed for these neighborhoods once the tunnel came online?

For the specific failure it was designed against, the odds moved. A storm that once pushed the main into surcharge now has somewhere else to send the surge, so reverse flow has a longer path to travel before it reaches a floor drain. ## Which DC neighborhoods are outside the tunnel's catchment entirely?

A tunnel serves a sewershed, not a city. The Northeast Boundary line drains one part of the northeast quadrant, so relief reaches the blocks whose runoff and waste already travel down that pipe. Property outside that area gets nothing from it, however close the street looks on a map.

The older, central part of the District is the part that runs on combined sewer, and DC Water puts it at roughly one third of the city, with the remaining two thirds on separate storm and sanitary pipe. Those combined areas sit in several different overflow drainage zones, each with its own relief programs and timelines. Where the city was built out later, a wet basement is a stormwater or groundwater story rather than a sewage one.

## If it backs up anyway, what has to be thrown out and what can be cleaned?

Water that has come back through a sewer is Category 3 under the ANSI/IICRC S500 standard, the reference the restoration trade works to. Category 3 water is grossly contaminated, so the rule is straightforward: porous materials that absorbed it are removed, and hard surfaces are cleaned and disinfected.
